Pursuant to the Code of Federal Regulations, 13CFR124.513, the joint venture, Kees Adjudication Services, LLC, comprised of 8(a) firm PSC and Entereza, Inc., was approved by the SBA on September 18, 2014. As part of our joint venture agreement we have negotiated and agreed to a business operations plan that not only mutually benefits both companies but was established as a mutual agreement that Entereza would support and mentor PSC. As part of the mutual agreements, Entereza provides the majority of the support services and administrative expertise and PSC provides client interface, program management and technical oversight with the ability to lean on Entereza as the mentor of the team. As stated in the Executive Summary, Kees is in the final sole source negotiations to provide personnel security services to DOE Idaho for the next five years. Through the effective management of this contract we have consistently exceeded the minimum performance standards identified in Performance Based Work Statement (PBWS). Entereza, through a former joint venture has been performing on this contract since 2009. Kees has an approved Foreign Ownership, Control & Influence (FOCI) determination with final DOE Facility Clearance through DOE Idaho pending under CAGE Code 77Q24 and DOE Facility Code 16313. This award demonstrates that the Kees Team has the required technical knowledge and capability to perform the NNSA personnel security facility clearance support services. Both joint venture members have current and on-going past performance providing personnel security support services for DOE and other agencies. Additionally, both members have extensive experience leading and managing contract teams to accomplish diverse missions. Kees has the proven capability to successfully perform all tasks described in the PBWS for Personnel Security and Facility Clearances Support Services at the DOE NNSA Office of Personnel and Facility Clearances (OPFC) Kirtland Air Force Base (KAFB), New Mexico.
Personnel Security Consultants, Inc.
Personnel Security Consultants, Inc. (PSC), headquartered in Albuquerque, is a 100% woman, minority owned, certified small disadvantaged business with the owner being an enrolled member of the Navajo Nation. PSC is 8(a) certified through the U. S. Small Business Administration. Headquartered in Albuquerque, NM, PSC was formed in 2004 as an investigative firm specializing in personnel security and employment suitability and the development of training programs to support of these services. PSC is a source of expertise in investigations and program development for Indian Country which follows the same requirements as the Federal government to include Executive Order 12968. Under contract since 2007, PSC developed the Bureau of Indian Affairs’ (BIA) Tribal Personnel Security Program (TPS Program). The TPS Program allows PSC to be the authorized liaison between the Federal Bureau of Investigations and Tribes in obtaining criminal history checks in support of Indian Child Protection and Indian Country Law Enforcement requirements. Through the TPS Program, PSC also provides employee investigation and adjudication training, fingerprint techniques training, program reviews and technical assistance to the over 350 participating tribes. PSC’s training programs have been approved through the federal government’s General Services Administration training schedules. In addition to these initiatives, PSC has several other federal contracts with major companies throughout the United States and Alaska including contracts with the U.S. Department of Energy.

Entereza is a privately-owned, Economically Disadvantaged Women-Owned Small Business (EDWOSB) founded in 2001 with headquarters in Albuquerque, NM. Entereza’s services include personnel security support, training program development, specialized and professional staff support, and program/project management, and advisory and assistance support services. Entereza is currently performing on numerous U.S. Government contracts in five states and the District of Columbia, with exceptional results and customer satisfaction. Current Entereza customers include the U.S. Department of Energy (DOE), Sandia National Laboratories (SNL), Los Alamos National Laboratory (LANL), the U.S. Department of Defense (DOD), and the U.S. Department of Homeland Security (DHS). Entereza’s unique blend of technical and business expertise, combined with proven ISO 9001:2008 certified processes, enable our project teams to reliably deliver on our commitments.
